The reason the keys are not specified as unique at the file level is because
this check is performed by the application and not by the system. At one point
(many moons ago), this could be a significant difference in performance for
jobs (IFL, Conversions) that added alot of records to a table.

You are right. PO item seq. no is unique within PO. It is even a
non-maintainable automatically generated value.
