First, I would check to make sure that the correct maintenance user exit program object is getting called by checking the last used date on the progarm after having compiled the program and tested the update. You may find that it is never calling the update user exit because the transaction is being rejected by the edit user exit without displaying an error. If the update user exit is getting called I would then probably put it under debug by doing a start service job.
