Maybe your program needs to OPEN and CLOSE the file before the CALL
QSNDDTAQ.  Just because you do a WRITE statement, the record does not get
written because of blocking.  One way is to OPEN and CLOSE the file in the
program for each record.  Also if a CL calls your program, you can OVRDBF
with FRCRATIO of 1.
