Peter, I have no idea why some of your env would have the file and other env. would not. Unless you had P/R and de-installed. You are aware that the EMPMAS has user flds. Or you could steal one of the other flds like occup desc(occds) or Telephone (phone). If you are not already using these flds. Something you may try is to create the EMPMSX in the env needed. (Copy from an env that already has it) And see if you add and emp in PMC if it populates the fields.
