I don't know what release this came out on (maybe R4 or R5) but when you add
an operation to an MO there is a field called Rework (Y/N).  If you add the
rework operation to the existing MOROUT you can flag it as rework - so it is
identified - and also use existing facility ID's.  I have customers using
this with OBPM and they love it - it will work with PC&C just the same.
