Addressing Record Locks

I'm evaluating options for allowing users to address record locks. I'm seeking
an automatic notification method that would allow the user to see who has the
record locked. The user could then place a phone call to that person asking them
to exit the record. This should reduce the need for IT to get involved with
normal record locks. Any ideas ?
