Just ask any EEC affiliate.  Standard MAPICS can do about anything except
the standard paper legal output, which is different (but very alike) per EEC
country anyway.  The secret is in the setup, all the fields and required
data is present.
The same goes for accounting.  Countries were MAPICS is localized may even
have close to 100%.

we are in the planning stages of a multi-warehouse distribution in Europe
and need to deal with VAT and Intrastat issues. Has anybody any experience
with these topics and/or Mapics AddOns in this area ??
