I tried the same thing at V4R5M0 and ran into exactly the same thing (the 2 recommended PTF's were SF64193 & SF64194).

Subject: FYIG: R6 PCM SH14105 & IBM PTFS
I recently received my PCM package from MAPICS for
SH14105 for R6, I have two R6 environments, one live
and one test.
The PCM had prerequisites for various releases of OS/400.
For V4R4 it was SF64181 & SF64183.
In accordance with the instructions I applied these
PTFs from IBM first and IPL'd and verified my R5
production environment was okay and went home.
The next day earlybird workers couldn't access
the R6 environment!
I quickly applied the MAPICS PCM CD and was back
in business, not sure what the specific problem was.
So my actual point is to be ware of this potential scenario
and plan to perform the IBM PTF & MAPICS PCM updates
back-to-back to avoid a lapse in system availability.
And in the future I'll do a better job of verifying all environments!
