I tried with RDP and Alt-Print Screen is catched locally, i.e. the screen 
shot is the whole RDP session. So the problem is not TN5250, it's the RDP 
terminal that doesn't send the key to the RDP server. I haven't tried with 
Citrix but I guess they use a virtual channel to send this special key.

Either remap the key or write a virtual channel handler. Maybe there's an 
option in Citrix to send this key.
I looked in RDP's IMsRdpClient4 / IMsRdpClientAdvancedSettings4 interfaces 
and haven't seen a property for this particular hotkey. Only a virtual 
channel seems a viable option.
