I don't think the versions of automake and autoconf matter too much.
Debian has separate packages for automake 1.4, 1.5, 1.6 and 1.7
because they're not all compatible with the same Makefile.am files, so
just use whichever one works.  The same goes for autoconf.

However, the versions of config.guess and config.sub are important.
These are the files that autoconf uses to identify architectures, and
should always be as recent as possible.  The very latest versions are
available for download at <ftp://ftp.gnu.org/pub/gnu/config/>.

According to the bug report, libtool must be Debian version 1.4.2-7 or
better, so the upstream libtool 1.4.3 is probably required when
running automake for correct Linux MIPS support.
