Updates for international character sets and page size

I updated scs2ascii, scs2pdf, and scs2ps to use environment variable
TN5250_CCSID for selecting a character map.  I also moved the common stuff
out of scs2ps.

Scott, I also fixed the problem with that printout of your being cut off
on the right.  If a printout has longer lines than the default allows, we
increase the page size in half inch increments.  But now it is cut off at
the bottom.  I'll tackle that later.

People who are testing international character sets should try these
updates.
