Well, the problem seems to be that it can find the libraries, but not
the header files.   So, I think we should look in /usr/include,
/usr/local/include and /usr/local/ssl/include for the headers.

Obviously, the libraries have to be registered with ld.so.conf or similar
because, even if we found them and linked to them at compile time, it
wouldn't work at runtime if they're not located there...
