In CA Express, if I click on Appearance, and choose "Display Setup",
I have options for my cursor.   There is no 'enable lines' option
under cursor.

My next thought is that you're referring to 'rule lines'.   The options
that you can select here are 'rule line follows cursor' and 'rule line
style', which can be "horizontal", "vertical" or "crosshair".

So, are you saying that you'd like someone to implement 'crosshair
rule-lines that follow your cursor' in tn5250?  Or am I completely
confused?
