I added it while working to fix a bug. I didn't ever finish fixing it, and I can't remember what the bug was right now. However, I do remember reading the 5394 and seeing that we weren't handling aid codes quite right. Feel free to un-foobar it and I'll leave it alone until I have the correct solution.
