The default encoding in an XML file is UTF-8, so the broken bar
character "¦" (U+00A6) is invalid if it's included like that.  It
should either be 0xc2 0xa6, or the XML file should be declared as

  <?xml version="1.0" encoding="ISO-8859-1"?>
