Note that the RPG compiler is a chargeable feature, so there's a
chance it might not be installed somewhere.  You might be better off
using a simple CL program, like the following (untested):

   PGM

   DCLF SCRTESTDF

   LOOP: SNDRCVF
   IF (&IN03 *EQ '0') (GOTO LOOP)

   ENDPGM
