Makefile.nt and the Win32 front-end were removed from the middle fo the 0.13.x
tree - some changes were made which broke the Windows support, and I didn't 
have the tools available to fix it or support it.  You can get these releases
from ftp://ftp.blarg.net/users/mmadore (they should still be there).  It was
removed in 0.13.5 or 0.13.6 or thereabouts.

I'll probably be adding the Makefile.NT back shortly, without the front-end
support (just the API and library), as there has recently been some interest
in embedding it in some home-grown applications under NT/VC++

Once I get a GTK+ front end, I intend to port that to Windows - it should be 
much
less maintenance work and more full featured.
