0.15.4 - Attn key missing

Hi

Trying to get the attention key (C-a or E-a) using 0.15.4 returns a
'Function key not allowed' error. It still works fine in 0.14.1. Has the
key mapping changed and  the man page is just out of date, or is it a bug
(or just me ;-) ).
