Windows support was dropped due to lack of interest a few versions ago, although the Windows-based networking code was kept in for a little later, when we plan to make a GTK+ front-end for the emulator. Since there is a GTK+ port to Windows, we should be able to get it working (and full-featured) this time around - and not require much additional maintenance. Until then, I would see if you can compile it with the CygWin32 toolkit, or find a port of S/Lang to Windows (there is supposed to be one). For the terminal interface either S/Lang or GNU curses is required.
