OK, but I'm not using any property files in my application.

The code that's failing is the java initialization ... according to IBM,
Java needs read/write access to a directory to store cached data.

By setting the user.dir property to /tmp, I'm giving it a directory that it
has the necessary authority.

The question still remains, why does it work on our development system and
not production system. The two systems are essentially identical.

Clearly there is a difference, but I haven't been able to determine what it
is.
