The formal name is IBM Toolbox for Java.
It's packaged up in jt400.jar (mostly...)
This is part of 5770-SS1 option 3 Extended Base Directory Support.

'To keep things simple, we recommend that the Toolbox jar files only be installed in their official locations:

/QIBM/ProdData/OS400/jt400/lib/jt400.jar
/QIBM/ProdData/OS400/jt400/lib/jt400Native.jar'


There's also an open source version called JTOpen https://jt400.sourceforge.net/
