What does your Help>About show in java.home you should see above that java.vendor:Eclipse OpenJ9

You must have some old registry entries or a mix of 32/64 bit - I normally stick to 32bit.

That's the JRE. You'll find java.exe & javaw.exe in the bin directory.

You won't find javac.exe or any of the other tools required to develop
