I dropped that jre into
the C:\IBMiAccessClientSolutions\Start_Programs\Windows_x86-64 folder
where acslaunch_win-64.exe exists.
Closed my 5250 sessions and restarted them via the desktop shortcut to
my StrSessions.bchx file. No joy. Help/About shows using Oracle java.
Rebooted and tried it. No joy. Help/About shows using Oracle java.

So I moved the jre to the folder with acsbundle.jar, rebooted, and then
tried acsbundle.jar. No joy. Help/About shows using Oracle java.

I have no JAVA_HOME environment variable, so I'm open to ideas.

OpenJDK11-jre_x64_windows_openj9_11.0.1_13.zip
which, when extracted, creates folder:
OpenJDK11-jre_x64_windows_openj9_11.0.1_13
which in turn contains folder:
jdk-11.0.1+13-jre
which contains folders bin, conf, legal, and lib, as well as a file
named release.
This should not be that hard.
You won't find javac.exe or any of the other tools required to develop
java.
