Does it really say /QSYS.LIBL, or does it say /QSYS.LIB ?
Also, is that really the string passed to QSH? There is a mis-matched
single quote. Since I'm suspecting a copy/paste snafu, can you try to
zip it up while actually in QShell, ie

qsh
(to get a QShell command line)
jar cfM /CUST/TEST.ZIP /CUST/TEST.PDF
(Note the ZIP file name comes first)
