I just went through the install with no issues. Unzipped the files into the IFS. Made the requisite changes to catalina.sh to point to the JVM and the startup parms like so:

# Java 8 settings if needed
export -s JAVA_HOME=/QOpenSys/QIBM/ProdData/JavaVM/jdk80/32bit/jre
export -s CATALINA_HOME=/Apache/Tomcat/apache-tomcat-8.5.4
export -s JAVA_OPTS="-Dos400.awt.native=true -Djava.awt.headless=true -Djava.version=1.8 -Xms256m -Xmx512m"

Set the port in server.xml and started it in QSHELL with catalina.sh start . It started right up. V7R2M0

What, besides running it in V6R1M0 are you attempting?
