I wonder if that is the difference.

That would be accurate; that awk, as requested from QSH, is run via the PASE implementation -- of which I was reminded when I first replied to a recent topic on midrange-l. The /utilities/ documentation for Qshell do not include awk, but that utility does appear in the list of PASE-supplied utilities:

Programming->Shells and utilities->Qshell->Utilities
[http://www.ibm.com/support/knowledgecenter/en/ssw_ibm_i_71/rzahz/rzahzutility.htm]

Programming->IBM PASE for i->IBM PASE for i shells and utilities->IBM PASE for i commands
[http://www.ibm.com/support/knowledgecenter/en/ssw_ibm_i_71/rzalf/rzalfpasecommands.htm]

Thus awk as resolved in QSH is via /QOpenSys/usr/bin rather than /usr/bin
