I can strongly recommend first creating a File(...), and get the absolutePath() from it before creating a FileInputStream(file). This allows you to print out the full path in your debug messages.

Also note that you cannot rely on current working directory when inside a web application. The simplest is to read the file as a resource (placed in WEB-INF/classes).
