As stated, use ORDER BY when you require explicit ordering of SQL results.
I worked on DB2 optimizer for 5+ years. Results may be returned in a
different order based on many factors such as:
* Optimization Goals such as *FIRSTIO
* Table sizes
* Index availability
* etc....

Its like driving to the store, if you "normal" route is slow because of
heavy traffic, there may be an alternate route that gets you to the same
place. If you do a STRDBG then STRSQL, run your SQL queries, F3 and look
at your job log, you'll see the route the optimizer picked and WHY it was
picked.
