We have run into a few issues.
1: The JDBC service programs don't match, or are not in sync with the jars
(db2_classes.jar is one that comes to mind).
2: Missing jars in the IFS.

Usually applying PTF's, or deleting and reinstalling Java and Extended
Base DIrectory Support resolves the issue.
