issue with JDBC connection and garbage data

Hi
I am having issue with reading data from Japanese As400 machine,
My connection url is

jdbc:as400:AS400Name/;naming=system;date format=iso;time format=hms;prompt=false;transaction isolation=read committed;translate binary=true;libraries=MYLIB QGPL QTEMP;trace=true;errors=full;

when i read a string from one table i am getting value as
????://??????11:30901/M???L???T???????????/E??????P???T???

This should be a http url, when i query the database on AS400, i can see the correct value.
What may be wrong, my AS400 job CCSID is 5026,

This java program used to work till 3 days ago and now it stopped working as it is not able to read the URL value

Any ideas how i can check what is happening
