As for the OP then, I would scratch the polling concept and implement
more of a FileSystemWatcher interface. This would take 0 CPU when no
changes are occuring and would catch all changes immediately, best of
both worlds.

In the interest of reuse, I would have the exit point act as a publisher
so you could have many subscribers, interested in different parts of the
tree. If there were no subscriptions for a given part of the tree then
you could simply discard the given notification.
