What it acts like is there is some kind of lock that gets set the first time
I call and isn't reset on the 2nd time…

A Google search for JVA0122 would show you an IBM APAR explaining why JVA0122 is a useless error message. Status PRS indicates Permanent Restriction so it's not going to be changed. Reading the original problem in that APAR might give you the idea to run the class from within QSHELL (a more "natural" environment for Java) and then you might get to see any error messages from the application.

Seems to me you really got return code -113. Does that mean anything in the SendMailApp context?
