Turns out the solution (in our case) was to add the following to the 
connection URL:

cursor hold=false;

I don't know if this is necessary in the latest version of JT400 or for 
OS version V5R2 or V5R3.  Obviously something different between the way 
it worked for you and for us.

The "cursor hold=false" fixed it though, that is the most important thing.
