D'oh! Arcticsystem is the network name of our iSeries. systemName is a class 
property that we use to pass in which iSeries we want to access:
 
AS400 system = new AS400(systemName, myprofile, mypassword);

I should have used the reference to the AS400 object (i.e., system) rather than 
the property holding the name of the system (i.e., systemName).

It looks like the "arcticsystem" encoding is somehow specified, which 
apparently is unsupported by the toolbox.

Is the string "articsystem" provided by you anywhere in the program?
