is the problem the storing or the loading of classes in/from the database?

for the loading you would have to write your own classloader.
class loading is rather simple to implement. 
just done that (though not from a db but that shouldn't be the problem). 

one thing to keep in mind is that the bootstrap classloader doesn't know 
anything about the classes you load with your custom classloader. so with if 
you try to use the Class.forName() method you should also pass the custom 
classloader.

storing the class file in a blob column shouldn't either be a problem.
