The java.version property in SystemDefault.properties is ignored by Java
when the JVM is created using JNI (which is how RPG creates the JVM). 
The only way to get a specific java.version is to use the
QIBM_RPG_JAVA_PROPERTIES environment variable:

===> ADDENVVAR QIBM_RPG_JAVA_PROPERTIES VALUE('-Djava.version=1.4;')

Don't forget the final semicolon.

If you are on V5R1 or V5R2, you need a PTF to get the support for this
environment variable:
  V5R1: SI10069
  V5R2: SI10101
