I have seen some similar behavior when for one reason or another, one of your Java server jobs is probably not running on the iSeries host. You may be able to start the Apache HTTP server and TCP, but the fact that neither the AS400 object not JDBC (which needs an AS400 object in this case) can connect is a big clue. If you can not obtain an AS400 object from your host.
