The article is available, but the code isn't.  Any chance you or somebody
else might have a copy of it? 

I am very interested in this because I am attempting to do near the exact
same thing with RPG except with procedure pointers which is similar to
QleActBndPgm I am guessing.  This allows me to have people "register" the
program that needs to be called based on predefined data.
