Opening PDF Files throught Tomcat

Does anyone know if you have to do any configuring within Tomcat to open a
PDF file?  Yesterday I dropped it in my webapp directory and it seemed to
open fine.  Today when I try to open it, I get the File Download window from
IE.  Even if I try to open it, I get a message saying the IE cannot
download/open the file and that requested site is unavailable or cannot be
found.  Any assistance would be greatly appreciated.
