Copying a User Profile to create a new User Profile and Editing U ser Profiles.

I would like to create a web app for our organization that will allow our
Help Desk create a new user by copying an existing user profile.  I'll also
add in logic to add authorization info for various iSeries apps but I'm just
focusing on the iSeries User profile here.  We have in the past used the
iSeries toolbox to allow a user logging into our app to change their own
password, nothing big here.  What I am looking for is a way for someone else
to administer profiles like using WRKUSRPRF from the green screen.  Where
you can choose an existing profile and copy it and then edit the new user
profile.  Is there an admin tool like this in the tool box or will I have to
write something using stored procedures on the iSeries?
