Have you tried it without the word "quote" at the start of the command? Quote is a command that you use to tell the DOS FTP client that the remainder of the line should be sent to the server as-is. In other words, "quote" is the DOS FTP command, and the text that follows it is what needs to be sent to the AS/400. Since the error message is "500 Subcommand QUOT not valid." it appears as if you're actually sending the word "QUOTE" to the FTP server.
