I'll assume the extra ' was a typo...

Is the com.midrange.model.UTILITY resource a real object or just a long string 
containing the XML ?

If it's a long string and you're loading from a resource (in a Jar ?), you'll 
probably need to do;

ProgramCallDocument pcml = new ProgramCallDocument(as400, 
ClassLoader.getSystemResource(IMIDE_pcml));

So that the JVM can find it.
