Do you wish to set-up a CVS server or merely connect and interact with one?

use although I have NEVER found the information particularly clear.

You might try a simple test or two using an anonymous connection to
retrieve the latest code from somewhere like
http://www.iseries-toolkit.org (hosted via http://www.sourceforge.net ).
They will give you some instruction on how to do this in the "Anon CVS"
link under downloads on the left of the site.
