The solutions that come to mind are:

If the target server is on the same network, could you not write it to
the machine directly
using the machine's network name and path (as long as you have
authority).
FTP using a QSH script (no windows client required)
MQ Series or some kind of message queue (required on both ends)

If your aversion to FTP is because you want to avoid a windows client,
you can do the FTP
natively on the AS/400.
