Properties files should be encoded in ISO8859-1. Any characters not representible in that encoding should be encoded with a Unicode escape sequence (e.g. \u10FB). There is a tool provided with the JDK, called native2ascii, to assist with that conversion. For more info, see the Java documentation on properties.
