build date and user of file

hi,

i know it's a quite trivial question but i haven't found a way of getting
certain information. how do i get the build date of a file (logical file)
and how do i get the user name who build a file? i search through the
jtopen apis and the os/400 apis and i certainly missed the right api.
could someone tell me a way of getting this info?
