I would definitely forget about RPG CGI and use Java/servlet since RPG does not work well with XML, SOAP etc. Servlet has great advantages than Java CGI because with servlet you get tremendous help from servlet container such as Tomcat, WAS etc. These help include: parsing parameters, using servlet context, using session object, using JSP for presentation etc..
