Is there a way to use a different library list for a different environment 
(i.e. test, production, etc)?

You add library list in connection like this

 try {
      conn = DriverManager.getConnection(
        "jdbc:as400://box003;naming=SYSTEM;libraries=BRUCELIB:ABCLIB","JIN",
"PASSWORD");
 } catch(SQLException sale) {
   printSQLError("getConnection", sale);
  }

Then use file name without qualifier when accessing file.
