Starting the PNS in VAJ

I have VAJ 3.5.3 Professional from WDS.

Is it possible to start the WTE's Persistent Name Server in this, or am I
supposed to have the Enterprise Edition?

If so how? I'm trying to use the AS/400 as the PNS database, but I just get
an exception thrown when I try to start it. Do I have to have a local
database?

If the PNS cannot be started, how can I test Datasources without it?
