It does not matter whether you call CL or anything else, what's important is
HOW you call it. Please see Work Management manual for details. You should
be looking at subsystems, routing entries and classes. Hard coding of
explicit job priority resets does not strike me as a particularly good idea.

When I call a CL, it starts with a Run Priority of 50.  Normally, I manually
change the Run Priority to 20.  Is there a command I can add to the CL so
that it will automatically do this for me?  In essence, I should be able to
call the CL and have it start with a Run Priority of 50, but then change to
a Run Priority of 20.  Any suggestions would be appreciated.
