The Java Toolbox is absolutely free. I'm a little biased, but I think it's the greatest piece of freeware ever written for the AS/400 (although WRKDBF is a pretty close second <grin>). Not only is it free, though, it's also open source, which means you can actually look at the source of the code and see how IBM did things.
